Live shows can be done at sites like ustream.tv or JustinTV. I prefer ustream for quite a few reasons. Download Adobe's free FME 3.0 and the profile from the ustream site. The following video will explain how to setup the software.

You wont be able to do anything like green screen live on the air as you need hardware for that but if you have a very fast computer you can wire up a few good quality cameras though firewire interfaces and switch between them using software such as VidBlaster.
TV studios use very expensive gear to do live switching and FX. Smaller studios can do this with a TriCaster but be prepared to spend at least $4,000 on that.
I do a live show and have a fairly fast computer but even that lags with VidBlaster and everything else running but here's how I do my live shows with camera switching at ustream.tv
I run Adobe FME (Flash Media Encoder) with two Mini DV cams set to wide screen mode but stream out standard definition video to the website so everyone can view it without buffering. I run both cameras to two Canopus ADVC110 firewire interfaces and switch using VidBlaster.
If you only have one webcam don't bother with VidBlaster unless you want lower 3rds and video playback in real time.

I don't know of any live keying software and chances are nobody makes anything like that because I've looked around quite a bit at one point.
Studios use products like an expensive switcher or TriCaster to do keying live.
It would be nice if VidBlaster could do live keying but they have not figured out how to program that yet and it's not in their beta versions for the high end studio software coming out soon

Re: how to have a Web Shows
I find the best place to buy a webcam is at amazon.com
Mark uses the Logitech Quickcam Pro 9000, I use a Logitech Quickcam MP which is half the price and lacks a few good features which I wish it had.
If you can, spend more and get the 9000
