You could even just call it Pre-Production. I had so many teachers bang it into my head that a movie is MADE in pre-production.

Production is just going out and gathering raw data (Film/Video) based on the Pre-Production guildlines.

Post is manuipulating that raw data based on the pre-production guildlines.
